In my server we do runs and clean up any non functioning vehicles by blowing them up with grenades or flashbangs. Flashbangs appear useless, but they will damage vehicles.

Usually with major game patch releases all servers will wipe. Like going from 1.06 to 1.07. Other wise it depends on the server owners. Some wipe on a regular basis others wipe only when needed.
